There are a number of programs out there, most are going to cost you something. I am surprised there is nothing you got with the camera to help here. Look at all the possible tools at
there are plenty of things here for your non-professional. If you need professional help let me know

If your computer has a drawer loading DVD optical disc, download and install HandBrake (or whatever DVD ripper you want to use).
Finalize the disc in the camcorder (if it needs that – read the camcorder manual).
Take the disc out of the camcorder and put it in the computer’s drawer loading DVD optical drive.
Launch HandBrake and rip the video to a file format your computer’s video editor likes.
Quit HandBrake.
Launch MovieMaker. Drag the converted video file to the clips pane of the video editor.
Edit. Cut the bad video, add transitions between scenes, titles, credits… Save the file…
Save the file as… whatever your DVD authoring tool wants. Most likely a high quality AVI. WinDVD is one of many DVD authoring tools. Launch the DVD authoring application. From there, open the final saved video project file. Build the DVD memu selections… when you are ready, burn the DVD – this assumes your optical drive can burn DVDs…
